About two-thirds of american citizens volunteered to be in the war. The others were chosen in the draft.

In the late 1960s, President Nixon created a commission to recommend the best way to raise military manpower, to keep the draft or to institute a volunteer army.

Some men who were drafted usually tried to avoid being put in war. They were known as "draft dodgers". They were mainly young, well educated, and wealthy.

Some chose to burn the draft cards and or simply didn't present themselves for the military service test. Others left the country commonly moving to Canada. Over 125,000 left to go to Canada and after the war was over only half returned.

The lottery procedure improved the next year, but public discontent continued to grow, until authority to conduct expired on June, 30 1973.
