Under the King of England, English judges were often biased towards the King. King George III got rid of trial by juries which made the colonies mad. After independence, the Framers wrote the seventh amendment into the Constitution.

A minor controversy surrounding the amendment is the $20 clause. This clause is not incorporated by the Supreme Court.

After the amendment was introduced on Sept. 5, 1789, 9 out 12 states ratified it on Dec. 15, 1791.

The seventh amendment changed American culture by guaranteeing a trial by jury for civil cases in Federal courts, however these cases are rarely heard anymore in Federal courts.
