CRIMES

criminal underclass

overcrowding and unhealthy living conditions

drink - cause and creates victims

immigration - Irish and Russian Jewish (30,000 arrived between 1881-91); some segregation due to culture

socialism/anarchism

Irish - Fenians

Attempts to address these issues tended to make things worse

METROPOLITAN POLICE

set up in 1829 by Robert Peel, under control of the Home Secretary

1870 Commissioner Edmund Henderson: new rules to improve quality of recruits (forced to resign, criticism about police conduct)

1886 Commissioner Sir Charles Warren; focused on military discipline (forced to resign due to appearing to criticise the Home Secretary)

1887 Commissioner James Munro

1888-9 Whitechapel Murders

1894 new methods of identification incl. measurements and 'mug shots'

METROPOLITAN POLICE

Met Police split into divisions

Whitechapel = H Division

Recruits = 3 weeks 'training' then assigned where they were needed

H Division = 505 policemen for a population of 176,000

Thames Police Court - court records show all crimes which could be processed without a jury

Beat Constable - wore a uniform; patrolled specified routes within specified times (30/15 minutes) swapped beats each month

CID worked on detecting crimes; plain clothes

PROBLEMS

Pubs - licensing and drinking

Gangs - unclear how much of a problem these were, newspaper reports are unclear and few people were inclined to report problems due to fear

Prostitution -

Immigration - language barriers and lack of trust in the police

Political unrest

Strikes
