Made illegal to carry an unregistered firearm and prohibited the registration of handguns.

Heller applied for a one year license handgun while on duty but was denied. Heller then sued the District of Columbia. He argued it violated his second amendment right to keep a firearm in his house without a license

• Breyers hobby of bike riding probably cost him his first chance of being named to the Supreme Court
• He was being considered to fill the place of retiring Justice Byron White when he was hit by a car while riding his bike and was hospitalized
