What do staff want?

  • Easy to find the rules and guidance.
  • All rules to have the same look and feel.
  • Associated guidance to be streamlined and focused.

do we have that?

  • Added to incrementally = negative impact.
  • Not in plain English.
  • Duplicate and obselete information.

Why change?

  • BPD smart rules launched June 2014 very well received.
  • Key rules are prominent and have been rationalised.
  • Style is consistent.
  • Elimination of obsolete, duplicative and unnecessary information.
The new Better Programme Delivery (BPD) Smart rules that were launched in June have a design and format that is being well received by the user community

It ensures that key rules are prominent on the page and there are additional tabs for standard processes and guidance associated with the rules. THE MANDATE SAYS WE ARE ADOPTING THIS BUT WE’VE NOT TO?

Reformat, reorganize, rationalize and re-write the Blue Book in plain English.

What is a rule?

Rules set out requirements which are mandatory.

What is guidance?

Guidance is non-mandatory and interpretive. Compliance with guidance is not required; however guidance is important as statements of our interpretation of a rule and, in many cases, provide guidance on how to ensure compliance with a Rule.
