The Amateur Radio Emergency Service® (ARES) consists of licensed amateurs who have voluntarily registered their qualifications and equipment, with their local ARES leadership, for communications duty in the public service when disaster strikes.
47 CFR § 97.407 - Radio amateur civil emergency service.
An amateur station registered with a civil defense organization that may communicate only with identified stations upon authorization of the responsible civil defense official for the organization with which the amateur station is registered. (paraphrased)
"AUXCOMM” is an umbrella term and acronym for “auxiliary communications.” It was developed by CISA in 2009
