Napoleon created a set of laws called the "Napoleonic Code. The Napoleonic Code gave France its first set of laws that included individual rights. This code provided boundaries for the French people.

Napoleon set up lycèes which are government-public schools. This allowed public education for children of ordinary citizens and the children of wealthy. This provided more equality in education for all.

Napoleon signed a concordat with Pope Pius VII. This helped bring religion back to France after the Revolution.

He also appointed officials by merit rather than family relations. This helped everyone to have equal opportunity in government.

To form a better economy, Napoleon establishes a national bank. The national bank made equal taxation for France as well.

Napoleon fired corrupt officers and because he fired them, it resulted in less government corruption.
