One reason they occur over water is because they need water to form. They also need high speeds of air

TIPS FOR SAFETY
If it hits while you are home stay away from windows
Evacuate the danger zone and go to a recommended safe area
Get out of low areas and out of flood zones
Move inland because hurricanes lose power over land
