3. INVADERS

• Rome was attacked from the east and west
• Soldiers died and the army was weakened
• Loss of land weakened agriculture
• Less was produced and the economy suffered

2. MERCENARIES

• They had to hire soldiers to replace ones killed by invaders
• The mercenaries weren't as loyal as roman soldiers
• It costed a lot of money in their declining economy

1. RULERS

• Rulers fought for power more than fixing problems
• There were 22 rulers in 50 years
• No ruler established full control
• The growing problems never got fixed
