  • Woodrow Wilson was President for both

WHEN WAS IT

  • When the amendment had been proposed it was during WWI. 1917
  • The amendment was ratified 2 days before the WWI peace congress met. 1919

Prohibition was proposed to lower crime rates and death counts. However the amendment just made gangs fight over the alcohol and pay police forces to allow it increasing the crime rate in the end.

Hawke vs Smith
Was a lawsuit against Ohio's population when they over turned the state legislature to allow alcohol but was called illegal and the amendment was still enforced.
