Is federal government helping??
In my opinion, no it's not. They set the rules so we know what to follow, but they leave actually enforcing them to the state and local governments. It's like they want to tell people what to do, but don't want to do the work themselves. Unless a person brutally murders a mass amount of people, federal government doesn't really get involved with local and state governments.
