AB 705 requires that colleges maximize the probability that ESL students complete a course equivalent to transfer level English (could be an ESL course) within six semesters (9 quarters)

AB 1805 requires colleges to “inform students of their rights to access transfer-level coursework and academic credit English as a second language (ESL) coursework, and of the multiple measures placement policies developed by the community college”

Who needs ELAC?

AB 705 and 1805 both recognize that ESL is not basic skills or remedial instruction. It is teaching English to someone that already knows one or more languages. Instruction in English as a second language (ESL) is distinct from remediation in English. Students enrolled in ESL credit coursework are foreign language learners who require additional language training in English and/or require support to successfully complete degree and transfer requirements in English.
