• He wanted to protect the states' power
• Believed farmers were most independent
• Thought that Hamiltons plan gave to much power to government
• Believed that the federal gov. Should only do what the constitution says

ALEXANDER HAMILTON

• Believed in strong central government
• Promoted manufacturing & business
• Believed in loose construction in the Consitution
• Wanted higher tariffs to encourage people to buy them
