Why is hurricane Katrina called one of the worst hurricanes that happened in North America ?

When New Orleans had hurricane Katrina is was that the levees broke from the mass of impact from the storm which
flooded the city .the total death toll was 1836, half were senior citizens and young children. The storm wreck family's ,killing anything in it's path. When the storm first struck it blow away homes and trees.creating mass. Of winds then following flooding the city.
The city was under sea level so they put levees so the city would not flood and when the levees broke the city was under sea level again with toxic waste in the water ,sewage water ,fumes and gases, over 80%of New Orleans was under sea level by 20ft deep. It impacted about 90,000 square miles, the total damage amount was 108 billion dollars
