The creation of parliament was very important because it gave the people a change to debate, decide and advise about current issues and choices. The reason why I gave this a 5 was because the kings didn't always use the Parliament and sometimes Parliament was ignored.
The consent of the governed was a important event in the creation of Limited Government because it gave the people the right to choose about if they liked their system of government and king or if they wanted to change. I gave this a four because even though this was important, there were a few flaws and it wasn't a very effective idea as some other events or people.
Natural Rights were also an important part in the development of limited government as well. Natural rights gave people the right to live,have freedom and own things. This limited the power of the king so that he couldn't take away those things listed above because everyone is born with those rights.
Oliver Cromwell was an important part in the development of limited government because he was one of the only ones who stood up against the king and said "You're wrong." He was an important figure in this development and without him, no change would've occurred for a LONG time.
Lastly I think that the most important thing in the development of limited government was John Locke. He wrote documents that legalized the change of government. Without him, England might've gotten into some feuds with other countries about government and the people's rights.
