WHAT KIND OF PROBLEMS DID SMALL LANDOWNERS FACE IN CHINA?
The small landowners fell into debt because of all of the taxes.
They could not afford all the taxes they needed to pay to the han tax base
They were forced to work as farming tenants.
Eventually, the government provided reforms to keep them out of debt, such as reducing taxes and remessions
Large land owners did not suffer

WANG MANG DIFFERENT REFORMS
His reforms were aimed to strengthening his bureacracy
He said that large tax free estates be dissolved and land redistributed to the peasants
Wang mang believed that it should be an ideal society with equal land
Had many currency reforms which caused property valies to decrease.
