  • Wadi established an imperial university to prepare men for gov service.
  • The imperial university took Confucianism as the basis for its curriculum.

  • His foreign policy was based on appeasing the fierce nomadic Xiongnu
  • (Hsiung-nu) in the north through Hequing treaties whereby Han
  • regularly gave Xiongnu large quantities of silk and food in return for
  • in return for peace. Appeasement, however, did not end Xiongnu
  • raids

  • Large landowners established private armies to protect
  • crops. However small landowners were too poor to afford
  • a private army so many raided

  • Wang realized the biggest threat to security was the excessive power of the
  • landowners. To combat this, he claimed all and the states and distributed it
  • among peasants, forbidding sale & purchase.
  • The reform never succeeded due to the Landowners resisting and
  • no one placing the reform in place
