• He made a musical education system
• 133 bc: he launched attacks on the nomadic Xiongnu people
• he committed his realm to the expansion of the empire

LAND AND REFORM

• government owned land and every peasant an equal share to cultivate
• complaints from wealthy landowners and nobles forced a repeal of the reform
• landholders were affected by his attempts to distribute land more equally
• frequent currency reforms caused property values to decline
• reform of tax policies simply could not be fully implemented
