WHAT

  • Forced northern law enforcement officers to aid in the recapture of runaways
  • Allowed slave hunters to capture any person that they thought was a slave without doing required process
  • Also did not allow anyone to help escaped fugitives or to get in the way of their recovery (getting back into slavery)

WHEN

  • ended in 1862 when the emancipation proclamation was assigned and implemented

WHERE

  • put in place because of all the slaves escaping to the north

WHY

  • thought it would get rid of the potential for more slaves to escape
  • figured that slaves would realize they would be captured and returned back to "owner" so they wouldn't try to escape

REASONS

  • Created huge irritation/rebellion amongst black&white abolitionists
  • Many led fights against the law, even the moderate anti-slavery leaders were willing to disobey the law
  • Many of the northern slaves did not agree with it
  • They created their own legislation that would protect fugitive slaves and black people
  • Personal Liberty Laws: forced slave catchers to give slaves their proper rights
