  • John Locke : No man may harm another in his life, liberty or possesions.

  • Thomas Hobbes : The people mutually agreed to create a state on agreement for protection for themselves.
  • John Locke : Government cannot violate natural law or contract broken. subject no longer bound.
  • Jean Jacques Rousseu : Majority rules - no minority rights - no limited government.
