He was a senior post in the administration of Ottoman Empire.
Evolving into analogue to a Foreign Minister.

In 1836 this title changed into "Hariciye Nazırı" with the establishment of Ottoman Ministry of Foreign Affairs during Tanzimat Reforms.

This office was established with the conquest of the Istanbul.
In this period Reis-ül Küttab was working under Nişancı.

They were taking the records of the correspondences with other foreign actors.

After 1650 they become responsible for the whole foreign affairs and importance of this position have slightly increased.

In 1836 Reis-ül Küttab institution had replaced with "Hariciye Nazırlığı" with Tanzimat Reforms.

Naili Abdullah Pasha was a Grand vizier that served as a Reis-ül Küttab in Ottoman Diplomacy.

He was a Turk from istanbul that took a job in Ottoman bureacracy. He was appointed as Reis-ül Küttab in 1747 during the reign of Mahmud I. After the highest post of Ottoman he was appointed as the Grand visier under III.Selim.
