June 1862, congress passes militia act, allowing African Americans to serve.
January 1, 1963 President Lincoln passes The Emancipation Proclamation.
February 1, 1865 Congress proposes the 13th Amendment, outlawing slavery everywhere in the United States.
1866, 14th Amendment passed by Congress grants full citizenship to African Americans.
